Bill graduated in Manchester in 1978 and
joined Greater Manchester County Council, gaining experience
in traffic, transportation, highway design and bridges. In
1983 Bill joined WR Davidge & Partners, undertaking a
wide variety of private sector development projects throughout
the Country. In 1989 he moved to Denis Wilson and Partners,
becoming an Associate Director in 1991. By 1992 Bill joined
Singleton Clamp and Partners and became a Director of the
Company in 1999.
Bill has wide-ranging experience in highway,
traffic and transport matters and has considerable experience
in preparing and giving expert evidence at inquiries etc.
David Roberts

David commenced his employment with South
Yorkshire County Council in 1983 undertaking a range of detailed
highway design and supervision of construction projects. Following
local government reorganisation David joined Derbyshire County
Council in their Traffic and Transportation Section investigating
for, and preparing traffic impact assessments for major developments
throughout this busy County. On joining Sheffield City Council
in 1987, David became responsible for compiling and co-ordinating
the highway, traffic and transport responses to planning applications
throughout the City.
David joined with Denis Wilson and Partners
in 1990, to establish a northern office for the Company in
Sheffield before relocating to Manchester.
When Singleton Clamp & Partners evolved
from DWP in 1991 David joined the new company and became a
Director in 1999. David has 20 years of experience in dealing
with highway, traffic and transport matters, including providing
expert evidence at inquiries etc. David can work equally well
from the Manchester or Sheffield offices.
James (Jim) Budd

Since graduating in 1988, Jim has benefited
from employment in a number of private sector transportation
consultancies. At PTP Limited, his principal role was in
traffic
and pedestrian modelling. Projects undertaken during this
employment included the modelling for Canary Wharf, a pedestrian
model for the New London Underwriting Centre at Minster Court
and a pedestrian model for the Blackpool Tower refurbishment
project.
On joining Parkman in 1991, Jim project managed
a variety of strategic highway feasibility studies including
the A59/A570 Improvement Study for the Highways Agency, the
A487 Caernarfon Bypass scheme for the Welsh Office and the
Dungannon Town Centre Relief Road Scheme for the DoE (NI)
Roads Service. Rising to Principal Engineer level at Parkman,
Jim was responsible for the organisation and day-to-day management
of the transportation section within the 30-strong Manchester
Office.
Jim joined SCP in 1999 and was made an Associate
Director in 2000, before becoming a Technical Director in
2005. He manages a high turnover of work for clients involved
in commercial and food retailing, house building and football
stadia. He has also expanded the Company’s
expertise in the field of traffic and pedestrian modelling,
and has re-established involvement in the ongoing Canary Wharf
development.
Gordon
Meikle
(Associate Director)

Gordon started his career in Scotland and
moved to England in 1984 after becoming qualified. Between
1984 and 1989, Gordon was a Senior Design Engineer for Merseyside
County Council and Wirral Metropolitan Borough Council, engaged
on a wide variety of highway design projects.
From 1989 to 1997, Gordon worked as a Freelance
Design Engineer for a number of private consultancies and
local authorities on all aspects of highway schemes varying
in cost up to £20m.
In 1997, Gordon moved to SCP with the task
of setting up the design office so that we could provide a
service to clients from inception through to construction.
Initially, this involved Sections 38 and 278 design work,
but now the design office has developed to generate its own
clientele, especially in the north-west housing sector.
Gordon was made an Associate Director of
the Company in 2000.
David R Spacey

David obtained an Honours Degree in Civil
Engineering in 1990 and joined Oxfordshire County Council
on their structured training programme. In1993 he moved to
WS Watkins Consultants and gained a more detailed understanding
and experience of bridge maintenance, strengthening work,
detailed design, tender document preparation prior to his
promotion to Engineer at that Company.
In 1997, David moved to The Denis Wilson
Partnership and was promoted to Principal Engineer responsible
for the management of a design team working on highways and
infrastructure projects before joining Mott MacDonald. There
he was the Project Manager responsible for progressing engineering
and traffic issues associated with the development of the
Merseyside Light Rail Transit scheme.
In 2001, David became responsible for the
operation and development of the highways and infrastructure
business in the Altrincham and Warrington offices for FaberMaunsell.
His role included the management of teams of staff working
on the design and implementation of projects ranging from
high profile public realm works through to smaller scale private
sector works.
David then joined SCP in October 2003 as
Associate Director, bringing with him his diverse range of
highway, transportation, engineering and management skills.
